— USA Today said the federal government has spent only $60 billion so far out of the $787 billion stimulus package, raising concerns the massive spending bill is  having little actual effect on the economy.

— The New York Times reported that waterboarding was used 266 times by the CIA on two Al Qaeda prisoners. 

— Pot legalization advocates sense public opinion is heading their way, the Times says.

— Famed British writer J.G. Ballard, an important avant garde science fiction writer, has died.

— Everyone is getting a Twitter account, the Kansas City Star says.
